Federal Government Shutdown

The federally-funded Home Energy Assistance Program (HEAP) remains delayed until further notice as New York awaits funding from the federal government. Households lacking resources that can't afford a fuel delivery or are facing a utility shutoff can apply for Emergency Assistance through their local department of social services.

New York State has completed issuing full November SNAP benefits using federal funds. December SNAP benefits will be issued on a regular schedule without delay. The recently enacted federal spending bill also fully funds SNAP through the end of the federal fiscal year 2026.

Family Planning 2007-2008

Appropriation Level: $12,100,000

Provides comprehensive reproductive health care to low income women, men and adolescents through a network of 56 providers with 210 clinic states in every county of the State. The range of services provided include health history and medical examination, basic laboratory testing, breast and cervical cancer screening and referral, HIV counseling testing and referral, and screening and treatment for STD’s. The program provides outreach and education to high risk populations focusing on hard to reach minority individuals, and education is provided at the client and the community level and is designed for the culture of the target population.
