Federal Government Shutdown

The federally-funded Home Energy Assistance Program (HEAP) remains delayed until further notice as New York awaits funding from the federal government. Households lacking resources that can't afford a fuel delivery or are facing a utility shutoff can apply for Emergency Assistance through their local department of social services.

New York State has completed issuing full November SNAP benefits using federal funds. December SNAP benefits will be issued on a regular schedule without delay. The recently enacted federal spending bill also fully funds SNAP through the end of the federal fiscal year 2026.

Women, Infants and Children (WIC) 2007-2008

Appropriation Level: $5,000,000 in TANF funds.

The New York State WIC Program provides approximately $400 million per year in benefits. The program is authorized to serve approximately 485,000 participants, women, infants and children whose income is less than 185 percent of the federal poverty level applicable to the family size involved, through 100 local agencies operating approximately 565 service sites that employ over 1,500 staff. The Program distributes approximately two million food checks monthly, which are redeemed at participating retail food vendors and pharmacies under contract with one of the designated NYS WIC Vendor Management Agencies (VMAs).
