Federal Government Shutdown

The federally-funded Home Energy Assistance Program (HEAP) remains delayed until further notice as New York awaits funding from the federal government. Households lacking resources that can't afford a fuel delivery or are facing a utility shutoff can apply for Emergency Assistance through their local department of social services.

New York State has completed issuing full November SNAP benefits using federal funds. December SNAP benefits will be issued on a regular schedule without delay. The recently enacted federal spending bill also fully funds SNAP through the end of the federal fiscal year 2026.

Supplemental Homelessness Intervention Program (SHIP) 2009-2010

Appropriation Level: $5,000,000

SHIP assists households that are homeless or at-risk of being homeless with housing location and eviction prevention services. Housing Location refers to the process by which a homeless household is assisted to locate and move into safe and affordable permanent housing. Eviction prevention is designed to address households who are in immediate danger and/or at-risk of being evicted from their homes. Additionally, SHIP optimizes housing stability and self-sufficiency for households through the provision of supportive services, intervention services, and relocation assistance. Households served under SHIP include non-custodial parents, young adults ages 18 to 25, and families who are eligible for benefits under the State TANF plan and have household incomes that do not exceed 200 percent of the poverty level. The SFY 2009 SHIP appropriation of $5M supports 44 contracts and provides funding for Year 2 of a 5 year contact term.
