Federal Government Shutdown

The federally-funded Home Energy Assistance Program (HEAP) remains delayed until further notice as New York awaits funding from the federal government. Households lacking resources that can't afford a fuel delivery or are facing a utility shutoff can apply for Emergency Assistance through their local department of social services.

New York State has completed issuing full November SNAP benefits using federal funds. December SNAP benefits will be issued on a regular schedule without delay. The recently enacted federal spending bill also fully funds SNAP through the end of the federal fiscal year 2026.

Temporary Operator for Emergency Shelters Request for Qualifications (RFQ)

Description:

The intent of this RFQ is to establish a list of qualified, interested and responsible parties willing to implement a plan to address an emergency shelter’s established deficiencies, and for the day-to-day operations of an emergency shelter on a temporary basis. The initial term that shall not exceed ninety (90) days, and a one-time additional term of up to ninety (90) days where the Commissioner of OTDA determines that termination of the temporary operator would cause significant deterioration of the quality of, or access to, an emergency shelter in the community or that reappointment is necessary to correct the deficiencies that required the reappointment or extension of the temporary operator. Prequalified parties will participate in a mini-bid process when the need for a Temporary Operator is determined by the Commissioner.
