Federal Government Shutdown

The federally-funded Home Energy Assistance Program (HEAP) remains delayed until further notice as New York awaits funding from the federal government. Households lacking resources that can't afford a fuel delivery or are facing a utility shutoff can apply for Emergency Assistance through their local department of social services.

New York State has completed issuing full November SNAP benefits using federal funds. December SNAP benefits will be issued on a regular schedule without delay. The recently enacted federal spending bill also fully funds SNAP through the end of the federal fiscal year 2026.

Employment and Income Verification Services RFP

Description:

Through this Request for Proposals (“RFP”), OTDA of the State of New York (“State”) is seeking competitive proposals from qualified vendors for one single contractor to provide all OTDA's Employment and Income Verification (EIV) Services as set forth in Appendix W “Scope of Work” in the RFP (“EIV Services”).

The chosen Bidder must provide OTDA with access to EIV data, to be used in performing eligibility determinations for applications, renewals, and continued eligibility and benefit level for government benefits that include, but are not limited by, the Supplemental Nutrition Assistance Program (SNAP), Public Assistance (PA), The Home Energy Assistance Program (HEAP), Medicaid Assistance (MA), the Child Care Assistance Program (CC), and Child Support Services (CSS). OTDA completes over 200,000 employment verification lookups monthly.
