Federal Government Shutdown

Due to the ongoing federal government shutdown and the lack of federal funding, the start of applications for the Home Energy Assistance Program (HEAP) has been delayed until further notice. The shutdown is not yet affecting other programs overseen by the New York State Office of Temporary and Disability Assistance — including Public Assistance and the Supplemental Nutrition Assistance Program (SNAP). Applications for Public Assistance and SNAP are continuing to be accepted, benefits are being provided, and use of benefit cards are not impacted at this time. If the shutdown continues into November, benefits for SNAP could be delayed. This message will be updated as additional information becomes available.

New York State Emergency Rental Assistance Program Reports

The Office of Temporary and Disability Assistance was required to produce reports on the operations of the Emergency Rental Assistance Program. The following jurisdictions were allocated funding for emergency rental assistance directly from the federal government and opted to participate in the New York Emergency Rental Assistance Program: Albany County, Dutchess County, Erie County, Nassau County, New York City (includes Bronx, Kings, New York, Queens and Richmond), Niagara County, Oneida County, Orange County, Rockland County, Saratoga County, Suffolk County, Westchester County, City of Buffalo, Town of Babylon, Town of Brookhaven, Town of Huntington, and Town of North Hempstead. The following jurisdictions that originally opted to administer their own programs certified to the State that they had obligated all of the funds that they received directly from the Federal government and were able to participate in the State-administered program thereafter. Residents of these jurisdictions were eligible for assistance from the State-administered program as of the dates noted below.

  • City of Yonkers — January 20, 2022
  • Onondaga County — February 9, 2022
  • Monroe County (including Rochester) — May 31, 2022
